Find the gradient of the radius from (0,0) to the point (a, b): it is b/a. The tangent gradient is the negative reciprocal, -(a/b). Then use y - b = m(x - a) to write the equation.
Replacing x with (x - 3) means the same y value occurs when x is 3 larger than before, so every point shifts 3 units to the right. The sign inside the bracket is opposite to the shift direction.
Draw a straight tangent line that just touches the curve at that point without crossing it, then calculate gradient = rise/run using two clear points on that tangent line.
