AQA 8525 defines prefixes using powers of 10, so 1 kB = 1,000 bytes, 1 MB = 1,000,000 bytes and so on. Although 1,024 was historically used, you should use 1,000 per step unless a question explicitly states otherwise.
Transmission speeds are given in bits per second, so first convert the file size to bits by multiplying bytes by 8, then divide by the speed. For example, a 2 MB file over a 4 Mb/s connection is 16 Mb ÷ 4 Mb/s = 4 seconds.
